Call for DEC Personnel Preparation Committee (PPC) Members

Open: April 26th, 2022 - June 1st, 2022


The DEC Personnel Preparation Committee (PPC) is recruiting new professional and doctoral student members. To prioritize the needs and experiences of all children with disabilities, families, and practitioners who serve them, we seek members with background, experience, and/or interest in growing your expertise and leadership in one or more of the following areas: Personnel preparation (including preservice and/or professional development [PD, includes inservice]), anti-racist and anti-ableist personnel preparation practices, and implementation of the Initial Practice-Based Professional Standards for Early Interventionists and Early Childhood Special Educators (EI/ECSE) Standards and DEC's Recommended Practices in personnel preparation.


Members representative of the diversity of DEC’s membership, including race, color, religion, sex, national origin, age, and disability, are encouraged to apply. We also encourage diversity across roles including family members, doctoral students, technical assistance (TA) providers, PD providers, higher education faculty, and international members. What is the DEC PPC?

The purpose of the PPC is to work in collaboration with and under the direction of the DEC Executive Office to complete projects and initiatives associated with preservice and in-service personnel preparation. The work of the Committee is completed by the PPC as a whole or distributed across two personnel preparation strands whichever is most relevant for the task: (a) Professional Development (PD) and (b) Institutions of Higher Education (IHE).

  1. The PD strand primarily focuses on policy-related issues, topics, and strategies related to practitioners in the workforce, birth-to-third grade, to ensure high quality, ongoing professional learning opportunities.

  2. The IHE strand primarily focuses on policy-related issues, topics, and strategies related to promoting consistency and quality of preservice personnel preparation which includes initial and advanced preparation standards, degree programs, state certification/licensure, and accreditation.


Examples of activities to expect from the PPC:

  • Develop guidance for DEC on personnel preparation (both preservice and inservice), including position statements, guidance documents, etc.

  • Develop and/or assist with development of resources to support IHE faculty and PD providers.

  • Disseminate relevant information to support the preparation of EI/ECSE personnel through its webpages, webinars, conference presentations, manuscripts, etc.

  • Provide representation to CEC’s Knowledge and Skills Subcommittee.

  • Provide liaisons to Communities of Practice, including DECIDE, Early intervention, and Service Coordination.

  • Partner with internal and external stakeholders (e.g., Council for Exceptional Children, National Association for the Education of Young Children, Early Childhood Personnel Center).


PPC Composition

The DEC PPC consists of professional members who have demonstrated a strong commitment to personnel preparation over the years. Membership also includes doctoral students who have, or who are preparing for, a career in personnel preparation. The membership is comprised of DEC members in good standing who apply to serve. Members volunteer their time and are not considered members of the DEC Executive Board.


PPC Member Qualifications and Expectations

Applicants must meet the following criterion:

  • Be a DEC member in good standing.

  • Have significant experience and/or interest in topics related to personnel preparation in higher education and/or inservice professional development (e.g., evidence-based practices, adult learning principles, EI/ECSE standards, DEC recommended practices).

  • Be committed to ensuring anti-racist and anti-ableist practices in personnel preparation.

  • Be willing to serve a two or three-year term with possible reappointment (professional applicants) or a two-year term with possible reappointment (doctoral students).

  • Attend and contribute to project work and virtual meetings.

  • Make the necessary time commitment (approximately 5-10 hours per month). Time commitment varies per month depending on the projects with which an individual member is assisting.

DEC Committees

The DEC PPC functions as a necessary and significant arm of the DEC Executive Office. DEC’s Committees are officially recognized bodies of DEC members that are supported by the DEC Executive Office and are liaised by members of the DEC Executive Board. DEC Committees embrace and support the division’s formal positions and proactively participate in developing, maintaining, and evolving strategies and initiatives crucial to supporting DEC’s mission and policies.
