The new DEC Executive Board Members are. . .

Megan Vinh – Vice President

Megan Vinh, Ph.D. is an Associate Director at the Early Childhood Technical Assistance (ECTA), the coPI of the Early Childhood Recommended Practice Modules project (RPM), and the evaluation lead for the Center for IDEA Early Childhood Data Systems (DaSy). In her role at ECTA, she provides technical assistance, leadership, and evaluation support around improving state early intervention and early childhood special education service systems, increasing the implementation of effective practices, and enhancing outcomes of these programs for young children and their families. As the co-PI for the RPM project, she provides leadership and content expertise for the development of interactive, online modules that support faculty and professional development providers with embedding the DEC Recommended Practices into their coursework and professional development activities.

Chelsea Guillen – Member at Large

Chelsea Guillen, M.S. has worked in EI for over twenty years, and she brings a variety of perspectives to the DEC Board. Currently, Chelsea is the Early Intervention Ombudsman for Illinois. In this capacity, she interacts regularly with service coordinators and providers. She works alongside the individuals who develop and provide state professional development opportunities. Chelsea also works closely with the lead agency and other administrative contractors to strengthen policies and procedures and to plan for system improvement. These opportunities allow her to bring real examples of the challenges currently being faced by families and providers. In addition to these roles, Chelsea participated in the system as a parent when her youngest son benefitted from services.
